The impact on manufacturers will be evaluated also and DOE will use a modified version of its Industry Cash Flow model adapted for this type of product to estimate manufacturing NPV. DOE will also look at the impacts of these plans on small-scale businesses as well as other manufacturing subgroups to identify those that may be disproportionately affected.
